Your Impact:

Jacobs acts as the Technical Advisor to PEJ Sp z.o.o. (PEJ), which is the state-owned entity responsible for delivering Poland’s nuclear power programme. Jacobs role is that of an “Owner’s Engineer”, which is not involved directly in any Nuclear Power Programme (NPP) design or construction activity, but rather acts as an advocate for the Client, applying technical due diligence to all aspects of the process, along with supply chain and contract management support for plant and equipment vendors engaged by the Client.

Jacobs fulfils this function through the delivery of engineering and technical packages of work (referred to as Service Authorisations (SA)) which require the development, approval, implementation and reporting of a diverse range of engineering and technical methods by suitably qualified and experienced team members.

In addition to the PEJ programme, Jacobs has positioned themselves as a key advisor to other developers emerging within the Poland Nuclear Power Programme.

The Health, Safety and Environment Advisor is appointed by the Project Director (PD), to exercise Owners Engineering support to the Client within their discipline.

The role includes, through the relevant processes, the preparation of deliverables specified by the Client, review and commenting of deliverables prepared by both the Client and their other Sub-Contractors, and audit of the Clients documentation for completeness.  
Similarly, the role is responsible for the review and development of processes within their discipline and act as a champion for their discipline with the client.

Responsibilities:
  • Develop and lead delivery of the short- and long-term performance goals that support the Project and align with CMS-I Beyond Zero strategy and goals.
  • Coach, guide and advise the Project and Client in HS&E requirements to meet legislative and regulatory compliance.
  • Create a culture of safety leadership by continually striving for HSE excellence and supports the development of a strong safety culture.
  • Operate fully in line with the Jacobs values as an exemplar for behaviours and drives the same level of performance throughout the HSE function.
  • Accountable for compliance with all laws and regulations applicable to the Projects business undertakings.
  • Support the Client in ensuring their compliance with all laws and regulations applicable to the delivery of the Project.
  • Plan, implement, monitor, and reviews all aspects of HSE performance and ensures a programme of continual improvement.
  • Support any HSE audit program and drive the close out of improvement actions.
  • Have a high focus on HSE performance on SA’s and ensure HSE resources and support are adequate. 
  • Identify any SA’s which require to be on the HSE Watch list and support delivery of solutions and improvements.
  • Responsible for ensuring timely HSE performance reporting and that incidents are investigated to a high standard, classified correctly and that High Value Learnings are developed where appropriate.
  • Where requested, lead the development and implementation of the Client HSE program and continual improvement and support clients with theirs.
  • Drive delivery of the HSE training program to ensure all employees undertake mandatory HSE training.
  • Provide support to other functions where they interact with HSE.
  • To review and comment on deliverables within a particular discipline on behalf of the Client.
  • To provide advice and guidance to the Client within their discipline.
  • To support the PM and Technical Lead in the delivery of the relevant SA’s.
  • To act as the Technical Lead where required.
  • To support the Client in capability building.
  • To provide assurance to the Client that all aspects of HSE are being carried out to an acceptable standard.
  • To liaise with other areas to ensure best practice is applied with a common approach and specification where appropriate.
  • Where the individual is deployed as an integrated person, the individual is to act in line with the Client’s instructions.
  • And any other reasonable requests within the scope of the Role.
Here’s What You’ll Need:

Essential:

  • Relevant Health and Safety education (diploma or better) or time served equivalence.
  • Relevant Environmental training suited to a construction project.
  • Formal training as HSE auditor & incident investigator
  • Extensive experience of practical application of HSE within Poland.
  • Extensive experience of the delivery of HSE in an engineering / construction environment.
  • Experience of working to ISO45001/OHSAS18001 and ISO14001 standards
  • Proven experience of preparation of processes and procedures related to the application of HSE.
  • Demonstrable understanding of ISO / EU / PL / US codes and standards.
  • Demonstrable experience of leading engineering activities within a complex environment.

Desirable:

  • Chartered professional or corporate membership of a relevant professional body / institution (for example IOSH in the UK)
  • Environmental qualification to IEMA Practitioner level.
  • Membership of an accredited Project Management Institute.
  • Recognised project management qualifications.
  • Experience of working within a nuclear regulatory framework.
  • Experience of project delivery using appropriate frameworks.
  • Significant experience of critically reviewing and appraising designs/documentation/specifications within a complex environment.
  • Proven track record of holding an authoritative position on a complex construction project – multi component and multi-disciplinary, and ideally delivered in nuclear. 
  • Ability to work with a programmatic focus, yet still be able to challenge others from a quality and technical perspective.
  • An understanding of the relevant issues and activities associated with large scale infrastructure development and construction.
  • Ability to demonstrate effective planning, prioritisation and delivery (through self and others).
  • Ability to communicate, influence and build productive and collaborative relationships with a diverse range of internal and external stakeholders.
  • Sound judgement and decision making.
  • Ability to learn, adapt and thrive, delivering value in a changing and evolving organisation.
  • Flexibility and mobility to undertake business travel as required.
